In 1922 then-acting secretary of the Navy Teddy Roosevelt issued General Order 78, which transformed the waterfront into U.S. Destroyer Base San Diego. Today Naval Base San Diego is the U.S. Navy's largest base on the west coast and the principal homeport of the Pacific Fleet.

Naval Base San Diego is homeport to 54 ships and hosts 120 tenant commands. The base has 13 piers that stretch over 977 acres of land and 326 acres of water. The total on-base population is 20,000 military personnel and 6,000 civilians.
