WASHINGTON - The U.S. Army is considering a court-martial for a soldier who allegedly killed an Iraqi
cowherd in February, the Honolulu Advertiser reported Friday.
Pfc. Edward L. Richmond Jr., was charged on April 8 with one count of
unpremeditated murder under Article 118 of the Uniform Code of Military Justice.
Richmond is assigned to Headquarters Company, 1st Battalion, 27th Infantry
Regiment and is stationed at Schofield Barracks, Hawaii.
On Feb. 28, soldiers from the unit were conducting a morning search for
suspected terrorists around Al Huwijah, a mostly Sunni city about 40 miles
southwest of Kirkuk.
Military reports said the middle-age Iraqi man was running and "resisting
apprehension" when he was shot, the newspaper reported.
The military is investigating some 91 cases of abuse across
Iraq and Afghanistan, including the alleged homicides of nine people who were in U.S.
custody when they were killed.
The Marine Corps last month court-martialed two Marines for abusing a prisoner
and is planning to court-martial two more in the same case. The Army has
court-martialed one soldier in the Abu Ghraib prison abuse scandal with at least
six more trials pending.
