When the Pentagon began rolling out artificial intelligence tools across logistics, maintenance, and intelligence functions, expectations were high. AI promised faster decisions, lower costs, and better readiness across the force.
Instead, many early efforts stalled or failed to scale.
The Pentagon’s biggest mistake was not moving too fast or spending too much. It was trying to deploy AI on top of fragmented, outdated data systems that were never built to support it.

AI Was Never the Hard Part

Program offices could procure AI tools. They could not easily fix decades of data fragmentation owned by multiple commands, services, and vendors.
In public interviews after leaving his post, Lt. Gen. Jack Shanahan, the Pentagon’s first director of the Joint Artificial Intelligence Center, acknowledged that early efforts underestimated how difficult enterprise-level data reform would be.
The challenge was not awareness. It was authority, coordination, and time.

By the early 2020s, the Pentagon began adjusting its approach.
Rather than treating AI as a plug-and-play solution, leaders emphasized:

More recent Pentagon AI efforts reflect those lessons.
Programs showing progress rely on cleaner data pipelines, clearly defined missions, and sustained human oversight. Predictive maintenance analytics focused on specific components and logistics tools built on standardized data have produced incremental improvements, according to Defense Department readiness briefings tied to recent budget testimony.
The gains are modest but measurable, and they reflect realism rather than hype.
Clearing Up a Common Misconception
Early struggles with military AI did not mean the technology failed. AI revealed systemic weaknesses that already existed in data management, governance, and system design. Fragmented data and legacy systems limited performance long before algorithms entered the picture.
AI did not break readiness. It exposed the cost of ignoring data foundations for decades.
