OCD is one of the longest running humanitarian aid and disaster relief training missions in the Department of Defense's history. OCD was first started during the holiday season of 1952 when the U.S. Air Force airdropped humanitarian aid to the remote island of Kapingamarangi, Federated States of Micronesia. OCD has grown into a trilateral training opportunity between the U.S. Air Force, Japan Air Self-Defense Force (Koku Jietai), and the Royal Australian Air Force, who together this season airdropped 154 bundles, totaling 103,000 lbs of humanitarian aid to approximately 20,000 people living on some of the most remote islands in the Indo-Pacific region.
