Thanks to Veteran Military Wife at Life Lessons of a Military Wife, I just learned about the Army Emergency Relief's fantastic Overseas Spouse Education Assistance Program (OSEAP). It seems that AER offers assistance in paying for undergraduate education for the spouses of Army military personnel during the time when spouses and their soldiers are residing outside the United States. There are a number of regulations and eligibility requirements, including a financial need requirement, but still it looks like a fairly straightforward program.
