Safety Zone to be Enforced by Coast Guard Off North Shore, Oahu

HONOLULU — The Coast Guard will enforce a temporary safety zone approximately 2.9 miles northwest of the Haleiwa small boat harbor, Oahu, beginning Wednesday and running through Feb. 10, 2016.

The temporary safety zone is necessary to protect personnel, vessels and the marine environment from potential hazards associated with ongoing operations to salvage two downed helicopters in this area.

The security zone will be in effect from 3 p.m., Jan. 20, 2016, to 3 p.m., Feb. 10, 2016, or until the salvage operations are complete. The Coast Guard will provide notice via a broadcast notice to mariners.

The safety zone will encompass all waters extending 1 mile in all directions around the location of ongoing salvage operations.

No vessel or person will be permitted to enter the safety zone without the authorization of the Captain of the Port Honolulu, Capt. Shannon Gilreath or his designated representative.

Mariners or persons desiring to transit the safety zone may contact the COTP at the Coast Guard Sector Honolulu command center at 808-842-2600 or 808-842-2601 or via VHF Ch. 16. If permission is granted, all persons and or vessels must comply with the instructions of the COTP or his designated representative and proceed at the minimum speed necessary to maintain a safe course while in the zone.

Under the U.S. Code of Federal Regulations 33 CFR 165.23, the temporary law prohibits any unauthorized person or vessel from entering or remaining in this safety zone. Any person entering the safety zone without the permission of the COTP is subject to a penalty of not more than $40,000 for each violation or a criminal penalty resulting in imprisonment of not more than 25 years and a fine of not more than $250,000. Offending vessels may also be seized and held liable for any monetary assessments.
