A new audit has concluded that the Philadelphia VA benefits center's poor performance is impeding service to veterans. The long-awaited report by the inspector general for the Department of Veterans Affairs recommended 35 ways the VA regional office in Philadelphia could improve. Pennsylvania Senator Pat Toomey has described the findings of the audit as "outrageous."
