The Defense Commissary Agency's new business-like approach to store operations is becoming very unpopular with many grocery vendors and suppliers. The issue for suppliers is that DeCA product buyers are now using pricing data and market information to attempt to leverage supplier pricing down. This is not sitting well with the suppliers, especially those suppliers who have been asked to refund overcharges or give deeper discounts to make up for past pricing issues.
