A suicide bomber has struck outside a provincial council headquarters in northern Afghanistan, killing 14 people. The victims of Monday's blast reportedly include the head of the local council. 11 other people were injured, including some provincial council members. Police say the bomber detonated his explosives as council chief Mohammad Rasoul Mohseni was entering the compound. A Taliban spokesman says the group was behind the attack. The latest UN report on civilian deaths in Afghanistan was released in February. It said 2,754 civilians died in conflict-related violence in Afghanistan in 2012, with 4,805 injured.
