Bikers Taunt Police On Freeway

Catch me if you can!? Wish there was more context here. Bikers mess with a cop on the freeway and appear to try and slow him down. The cop ends up pulling over a truck full of passengers and a biker pulls up alongside them and is handed something by a woman sitting in the back. I am guessing they know eachother. Cop does not appear to care and video ends shortly after. Very odd. Please fill in the blanks if you know something.
