Stimulus Improves National Cemeteries

2010-11 Yellow Ribbon Program
The Department of Veterans Affairs announced that they have entered into "Yellow Ribbon" program agreements with over 1,100 schools for the upcoming academic year. YRP makes it possible for eligible Post-9/11 GI Bill users to attend higher-cost schools, by providing matching funds for tuition assistance and associated fees which exceed the Post-9/11 tuition and fee caps.

Job Corps Offers Training
The Veterans' Employment and Training Service and the Employment and Training Administration's Job Corps are partnering in a demonstration project that will provide Job Corps' comprehensive array of career development services to eligible veterans, ages 20-24, to prepare them for successful careers. The project is free to all veterans. It includes transportation to and from the Job Corps center, housing, meals, basic medical services, academic and career technical training, bi-weekly living allowance, and job placement and post-graduation support. VA Studies Care Model
VA has begun studying the best way to implement a "patient-centered medical home" model of primary care. A handful of VA clinics began moving to the new model a year or two ago. VA policymakers say at least 80 percent of VA clinics will follow suit by 2012. Navy Energy Conservation Program
The U.S. Navy will introduce its Resident Energy Conservation Program in September in a pilot program at Navy and Marine Corps public-private venture housing in Hawaii and at Beaufort/Parris Island in South Carolina. Saving energy costs will create capital that will be re-invested back into the PPV community in the form of improvements and community amenities. Families whose consumption of electricity is less than a 'normal usage band' will also earn rebates. Beginning in September, housing residents will start receiving a 'mock bill,' which will tell residents what their utility bill would have been under the RECP. 2010 disABLEDperson Scholarship
The Fall 2010 disABLEDperson Scholarship competition for college students with disabilities began on Aug. 15, 2010 and will end on Oct. 15, 2010. To compete for the $1,500 award a disabled student must be a U.S. citizen and be enrolled full time in a two- or four-year accredited U.S. college or university. VA Testing Paperless Systems
The Department of Veterans Affairs has selected its regional benefits office in Providence, R.I., to test a paperless system and new procedures to improve processing of Veterans' claims for disability compensation. The pilot, which initially focuses on compensation benefits, is expected to start at the Providence facility in November, with completion in May 2011.  Additional pilots are expected before the new claims system is deployed to all 57 VA regional benefits offices.
