Secretary of Defense Leon Panetta gave a sneak peak at the DoD's proposed FY2013 budget and his long term plan to reduce defense spending by approximately $259 billion over the next five years. The proposed budget includes a plan to tier enrollment fees based on retiree's ranks. In addition, TRICARE Doctors who face a 27 percent cut in TRICARE payment rates this year are considering limiting the number of TRICARE patients they serve.
