South Carolina Gov. Nikki Haley has signed Senate Bill 391 to provide in-state tuition at all state public colleges for military veterans and their dependents. Robert Murphy, director of the USC Aiken Veteran and Military Student Success Center, said Tuesday's signing was the culmination of years of effort at the local and state level, and many personal pleas for patience with veterans.
