Cost-of-living allowances given to U.S. troops throughout Europe will fall Thursday to their lowest point in more than a year as the dollar continues to make gains against major European currencies. Facing the steepest COLA cuts are troops stationed at some of the biggest bases in the United Kingdom and Italy, where allowances will drop as much as 12.5 percent.
