Romelia and Avalonia now stand at the brink of war. At the last hour, you are asked by regional leaders to intervene diplomatically.
You believe there are two issues that have caused the crisis: personal animosity between the two leaders of Romelia and Avalonia, and Avalonia holding off precious energy shipments to Romelia, now in the midst of an energy crisis. You believe that both issues need to be addressed to prevent war.
You can personally take control of introducing the two leaders and mediating their talks. However, your charismatic Secretary of State has much more experience in diplomacy than you and is renowned for his diplomatic triumphs.
Alternatively, you can tackle the lower-profile but important and complex issue of the energy trade, and leave the high profile diplomacy to your Secretary of State.
