A terrorist bomb has exploded in the downtown of your capital city — killing several civilians, including children. You suspect that the terrorist group that carried out the attack is hiding out in Romelia's territory, just inside its border with your country. Because of the severity of the attack, Romelia has given you permission to enter its airspace to bomb the base camps of the terrorists.
You believe you have two choices: You can order your jets to bomb the terrorist base camps. You believe you have a moderate chance of destroying the base camps and impairing the ability of the terrorists to carry out this kind of attack again.
Alternatively, you can choose to not respond to the bombing. In so doing, you can gain regional sympathy. You can use this sympathy to force the terrorist organization into negotiations and force concessions through your diplomatic savvy.
Bomb the base camps. You believe the only way to deal with this terrorist group is with military force, not negotiation.
Resist the urge to bomb the base camps. Use the international goodwill you receive to force concessions from the terrorist group.
