Relations are stable with Romelia despite their massive military build-up. Recently, however, Romelia's leadership has been talking about you contributing to its war effort against Avalonia — materiel at first, but possibly even troops in the future.

Cooperating with Romelia would keep you in their good graces. Not cooperating might anger Romelia's leadership and lead to hostility — and possibly even invasion, which would be disastrous for your country, as your military is no match for Romelia's.

However, cooperating with Romelia would be difficult domestically: your population is sympathetic to Avalonia. Sending troops would be political suicide, and could lead to protests and unrest.

You have a choice: you can cooperate with Romelia and ensure that your country is not attacked or invaded. Or you can refuse to cooperate with Romelia and avoid potential domestic disorder.

Cooperate with Romelia and eliminate any possibility of a war with your powerful neighbor. Be willing to accept any public outcry and unrest that may occur as a result.

Refuse to cooperate with Romelia in order to maintain popular support and stability — even at the risk of war with Romelia.
