The decision, which was approved at the Commandant of the Marine Corps' executive offsite meeting in June, is a result of lessons learned through operations dating back to Desert Shield and Storm. Historically when the FSSG deploys to a war zone they have to go through significant reorganization in order to support the mission, according to Col. Jon Hull, officer in charge of Transition Task Force Marine Corps Logistics Modernization at Headquarters Marine Corps. Now, the existing battalions will go through very little change, but the FSSGs direct and general support roles will become more defined. According to Hull, these more defined roles will be most noticeable in the creation of Combat Logistics Regiments. The CLRs, battalions and companies they encompass will be able to more effectively support the Marine Air Ground Task Force by maintaining the same structure and relationships in garrison and when deployed. "(The transition), with the exception of a few name changes, will be invisible to most," said Hull. The three active FSSGs, in the Corps, have already worked under the new organization in some form, explained Hull. The new structure proved effective with 1st and 2nd FSSGs during Operations Iraqi Freedom 1 and 2. Third FSSG utilized a variation of the reorganization when they deployed as Logistics Battalions and Regiments during the tsunami relief operations, helping to show the MLG was the correct move, Hull explained. According to an article written by Lt. Col. Daren K. Margolin, Staff Judge Advocate for 3rd FSSG, Marine Logistics Regiment 2 was formed as part of Combined Support Group-Sri Lanka and deployed with them for the tsunami relief operation. "It is fair to say that MLR-2 accomplished its mission by providing the maximum engineering support within their capability throughout the operation," Margolin said. "(The reorganization) is all about better supporting the Marine Air Ground Task Force," said Hull. "If it does not do that, we are wasting our time." The MLR, under the command of Col. James A. Kessler, who was the commanding officer for Headquarters and Service Battalion, 3rd FSSG at the time, was made up of elements from 9th Engineer Support Battalion, 15th Marine Expeditionary Unit and Naval Mobile Construction Battalion 7. They were tasked with providing engineering support for CSG-SL.
