ARLINGTON, Va. - Fort Stewart and Hunter Army Airfield, Ga., have won the Army's Community of Excellence Award for the second year in a row for improving mission performance and enhancing the well-being of Soldiers and their families.

Fort Stewart also has won the Department of Defense Commander in Chief's Annual Award for Installation Excellence for 2005.

Fort Bragg, N.C., placed second in the ACOE competition. Fort Bragg won the award in 2001, and was a finalist in 2002 and 2003.

Fort A. P. Hill, Va., was the third-place winner. It also was a finalist in 2003.

Winning Special Category recognition were the Minnesota Army National Guard and the 90th Regional Readiness Command, Camp Pike, Ark.

Army Communities of Excellence awards are presented annually to installations for exemplary efforts to provide support to Soldiers, civilian employees, retirees, and families. The winning installations succeeded in improving working environments, housing and recreational opportunities.

The Army Communities of Excellence program uses the Army Performance Improvement Criteria, which is based on the Malcolm Baldrige National Quality Award criteria, to evaluate installations.

The Malcolm Baldrige performance criteria analyze organizational internal improvements, transformation and quality of management. Judging criteria also included business process improvement, individual innovation, groundbreaking initiatives, and dedication to efficiency and customer care.

Participants are judged against this common standard and not against each other.

Judging was done by an independent panel of six judges. The judges are senior and alumni examiners of the Malcolm Baldrige National Quality Award program.

Winning ACOE awards also brings monetary rewards for installations. Fort Stewart and Hunter Army Airfield will receive $2 million; Fort Bragg will receive $1 million; and Fort A.P. Hill, the Minnesota Army National Guard and the 90th Regional Readiness Command each will receive $750,000.

A ceremony to present the Army Communities of Excellence awards will be held Aug. 15 at the Pentagon. The 2005 Commander in Chief's award ceremony is scheduled for Aug. 17.
