Four Marines Charged in Drowning Death

SAN DIEGO - Four Marines who helped supervise swimming instruction have been charged in connection with a drowning death during training at the Marine Corps Recruit Depot.
Staff Sgt. Andrew J. Gonzales, 30, died in August after finishing a rescue exercise during a water survival course for drill instructors. Staff Sgt. David Roughan and Staff Sgt. Fernando Galvin were charged with manslaughter, negligent homicide and dereliction of duty, the Marine Corps announced Friday. Capt. Vincent Guida and Staff Sgt. Duane Dishon were charged with dereliction of duty. Maj. Joseph Kloppel, a base spokesman, would not discuss specifics of the case but said the four Marines remain at the depot. They are no longer involved with swimming instruction, he said. A hearing will be held to determine whether the four should face a court martial. Eight Marines and Marine recruits have died at the San Diego depot since 1998. Nationwide, at least 20 Marines and recruits have died during training in the past three years.
