    If you are a Navy officer in the grade of ensign serving on active duty in the Navy, you will be automatically promoted to the grade of lieutenant(jg) as soon as you are qualified, but not earlier than the date of completion of 24 months service in grade. Your time in grade is computed from your date of rank as ensign.

    The Selection Board
    A fully-qualified board recommends officers whose records indicate that they are qualified to perform all duties to which they reasonably might be assigned in the grade for which they are being considered.

    The Qualification Requirements for Lieutenant (Junior Grade)
    Your Commanding officer is authorized to make an initial determination as to your basic qualifications and ability to serve in the grade of lieutenant(jg).

    Your CO must consider your physical, professional, and character qualities as a basis for determining your qualifications for promotion.

    Physical Qualifications
    Physical qualifications for promotion are established by the Chief of Naval Operations in consultation with the Surgeon General of the Navy. Governing regulations are contained in MILPERSMAN 2220150.

    Mental, Moral, and Professional Qualifications

    Your CO will determine if you are mentally, morally, and professionally qualified for permanent or temporary promotion, as applicable. Your CO must consider your overall professional performance, skills, abilities, and personal traits, in making the determination.

    Note: Failure to completely qualify in a professional specialty field or satisfactorily conduct a given task should not alone be considered grounds for delay of promotion.
