The Coast Guard Enlisted Advancement System for paygrades E-4 and above is based on a Service Wide Competition. Each enlisted Coast Guardsman must meet certain specific requirements such as time in grade, good conduct, and specific qualifications to be able to compete for advancement.
Once these basic requirements are met, each enlisted servicemember will be recommended for promotion by their commander. At this point the servicemember will be allowed participate in the Service Wide Examination (SWE).
The Service Wide Exam Competition
Candidates are rank ordered within their rating (career field) based on their SWE final multiple score (FMS). This score is derived from the following 6 factors.
- The Examination Score
Coast Guard Subject Matter Experts located at Coast Guard Training Centers create Service Wide Exams (SWE’s) to test enlisted members knowledge of their rating and general military requirements (MRN).
- Performance Factor
The Coast Guard Personnel Command records each enlisted member's "marks" based on their performance evaluations. This score is used to award points toward advancement.
- Time in Service
Each servicemember is awarded points for each year they are in service.
- Time in Grade (within rating)
Each servicemember is awarded points for their experience in a specific career field. These points are computed based on the number of years in their current pay grade and rating.
- Medals and Awards
Candidates are awarded SWE points based on the number and type of service medals they have been awarded. For example a servicemember who has earned the "Commandants Letter of Commendation" will receive one point for each award. A servicemember who is given the "Gold Life Saving Medal" will be awarded 6 points.
- Sea Duty and Surf Duty
Candidates are also given points based on the number of years of creditable sea duty or surf duty.
