FISCAL YEAR (FY) 2006 SPECIAL BRANCHES COMMAND AND STAFF COLLEGE (CSC) SELECTION BOARD

1.  THIS MILPER MESSAGE WILL EXPIRE NLT MAR 07.

2.  THIS MESSAGE ANNOUNCES ZONES OF ELIGIBILTY, METHODOLOGY, AND ADMINISTRATIVE INSTRUCTIONS FOR USE BY THE 2006 SPECIAL BRANCHES COMMAND AND STAFF COLLEGE SELECTION BOARDS.

3.  THE SPECIAL BRANCHES CSC SELECTION BOARDS WILL SELECT ARMY MEDICAL DEPARTMENT (AMEDD), CHAPLAINS (CH), AND JUDGE ADVOCATE GENERAL’S CORPS (JAGC) ELIGIBLE OFFICERS TO ATTEND ACADEMIC YEAR (AY) 2007/2008 RESIDENT COMMAND AND STAFF COLLEGE.

A.  THE SPECIAL BRANCH CSC SELECTION BOARDS WILL ADDITIONALLY CONSIDER REQUESTS FOR COMMAND AND STAFF COLLEGE CONSTRUCTIVE AND EQUIVALENT CREDIT.

B.  THE FY 06 SPECIAL BRANCHES CSC SELECTION BOARDS WILL CONVENE ON 6 JULY 2006 AND WILL RECESS ON OR ABOUT 21 JULY 2006.

C.  OFFICERS SELECTED FOR RESIDENT CSC ATTENDANCE WILL INCUR A TWO-YEAR SERVICE OBLIGATION UPON COMPLETION OR TERMINATION OF THE COURSE OR PROGRAM.

D.  ALL SPECIAL BRANCH OFFICERS MAY DECLINE TO BE CONSIDERED BY THE CSC BOARD WITHOUT PREJUDICE.  DECLINATION OF CONSIDERATION MUST BE COMMUNICATED IN WRITING, EITHER VIA MEMO OR E-MAIL, TO THE APPROPRIATE CAREER MANAGEMENT BRANCH.  OFFICERS WHO DECLINED CONSIDERATION FOR CSC IN PREVIOUS YEARS AND WHO DO NOT WISH TO BE CONSIDERED BY THE FY 06 SPECIAL BRANCHES CSC SELECTION BOARD MUST SUBMIT A NEW DECLINATION STATEMENT.

4.  AMEDD OFFICERS ARE CONSIDERED FOR SELECTION WITHOUT REGARD TO YEAR GROUP AND WILL COMPETE FOR SELECTION WITHIN THEIR RESPECTIVE CAREER MANAGEMENT BRANCH.

A.  AMEDD OFFICERS WHO MEET THE FOLLOWING CRITERIA ARE ELIGIBLE FOR CONSIDERATION FOR SELECTION TO ATTEND RESIDENT CSC:

(1) BE IN THE GRADE OF PROMOTABLE CAPTAIN OR HIGHER AND HAVE LESS THAN 14 YEARS (168 MONTHS) OF ACTIVE FEDERAL COMMISSIONED SERVICE (AFCS) AS OF 30 SEP 06.  EXCEPTIONS ARE MEDICAL CORPS OFFICERS WHO ARE ELIGIBLE THROUGH 15 YEARS (180 MONTHS) AFCS AS OF 30 SEP 06. DENTAL CORPS OFFICERS MUST HAVE COMPLETED DENTAL SPECIALTY TRAINING. THEY MUST ALSO BE IN THE GRADE OF MAJ, MAJ(P), AND HAVE LESS THAN 14 YEARS (168 MONTHS) AFCS AS OF 30 SEP 06; OR BE IN THE GRADE OF LTC AND HAVE LESS THAN TWO YEARS IN GRADE (REGARDLESS OF TOTAL AFCS).

(2)  HAVE NOT RECEIVED FOUR PREVIOUS CONSIDERATIONS FOR SELECTION TO ATTEND A RESIDENT CSC.

(3)  HAVE NOT ATTENDED, WAIVED ATTENDANCE, OR DECLINED WITH PREDJUDICE TO ATTEND IN RESIDENCE A COMMAND AND STAFF COLLEGE.

(4)  HAVE NOT BEEN A MEDICAL CORPS (MC) OFFICER THAT WAS OFFERED CSC ATTENDANCE FROM A PREVIOUS ALTERNATE LIST, AND DECLINED ATTENDANCE WITH AT LEAST TWO YEARS TIME ON STATION (TOS) AT THE TIME OF THE PROPOSED START DATE OF THE COURSE TO WHICH ATTENDANCE WAS OFFERED.

(5)  BE A GRADUATE OF, OR HAVE CREDIT FOR COMPLETION OF, AN OFFICER ADVANCED COURSE (MEL F).

(6)  RESERVE COMPONENT OFFICERS ON EXTENDED ACTIVE DUTY, WHO ARE OTHERWISE ELIGIBLE, WILL REMAIN ELIGIBLE FOR SELECTION CONSIDERATION SO LONG AS THEY WILL NOT REACH THEIR MANDATORY RELEASE DATE (MRD) FROM ACTIVE DUTY OR RETIRE PRIOR TO THE CONVENE DATE OF THE BOARD.

(7)  AMEDD OFFICERS PARTICIPATING IN LONG-TERM CIVILIAN TRAINING (LTCT), OR GRADUATE MEDICAL/DENTAL EDUCATION (GME/GDE) DURING AY 07/08 WILL NOT BE CONSIDERED FOR SELECTION UNLESS IN THEIR LAST YEAR OF CSC ELIGIBILITY.

B.  FOR MEDICAL CORPS OFFICERS, INDIVIDUALS MUST HAVE COMPLETED THE SECOND YEAR OF A POST GRADUATE MEDICAL EDUCATION (GME) TRAINING UTILIZATION TOUR AS OF 30 JUN 07 IN ORDER TO BE CONSIDERED BY THIS BOARD.  MEDICAL CORPS OFFICERS CURRENTLY SERVING A 1-YEAR UNACCOMPANIED SHORT TOUR, MUST HAVE COMPLETED AT LEAST 1 YEAR OF A POST- GRADUATE MEDICAL EDUCATION (GME) TRAINING UTILIZATION TOUR AS OF 30 JUN 07 IN ORDER TO BE CONSIDERED BY THIS BOARD.

5.  CHAPLAINS ARE CONSIDERED FOR SELECTION WITHOUT REGARD TO YEAR GROUP AND WILL COMPETE FOR SELECTION WITHIN THEIR RESPECTIVE CAREER MANAGEMENT BRANCH.

A.  CHAPLAINS WHO MEET THE FOLLOWING CRITERIA ARE ELIGIBLE FOR CONSIDERATION FOR SELECTION TO ATTEND A RESIDENT CSC:

(1)  BE IN THE GRADE OF PROMOTABLE CAPTAIN OR MAJOR AND HAVE LESS THAN 14 YEARS (168 MONTHS) AFCS AS OF 30 SEP 06.

(2)  HAVE NOT RECEIVED TWO PREVIOUS CONSIDERATIONS FOR SELECTION TO ATTEND A RESIDENT CSC.

(3)  HAVE NOT ATTENDED, WAIVED ATTENDANCE, NOR DECLINED TO ATTEND IN RESIDENCE A COMMAND AND STAFF COLLEGE.

(4)  BE A GRADUATE OF, OR HAVE CREDIT FOR COMPLETION OF, AN OFFICER ADVANCED COURSE (MEL F).

6.  JAGC OFFICERS WHO MEET THE FOLLOWING CRITERIA ARE ELIGIBLE FOR CONSIDERATION FOR SELECTION TO ATTEND A RESIDENT CSC:

A.  AS OF THE CONVENE DATE OF THE BOARD, OFFICERS MUST BE IN THE GRADE OF MAJOR WITH AT LEAST 1 YEAR, BUT NO MORE THAN 4 YEARS OF AFCS FROM DATE OF COMPLETION OF THE JUDGE ADVOCATE GENERAL’S OFFICERS GRADUATE COURSE.    

B. HAVE NOT ATTENDED, WAIVED ATTENDANCE, NOR DECLINED TO ATTEND A RESIDENT COMMAND AND STAFF COLLEGE.  

C. HAVE NOT ENROLLED IN THE ADL ILE COURSE OR THE USAR NONRESIDENT ILE COURSE.  

D.  BE A GRADUATE OF THE JUDGE ADVOCATE GENERAL’S OFFICER GRADUATE COURSE (MEL D).

7.  THE SPECIAL BRANCHES CSC BOARDS WILL CONSIDER REQUESTS FOR CONSTRUCTIVE AND EQUIVALENT CREDIT FOR COMMAND AND STAFF COLLEGE. ELIGIBILITY REQUIREMENTS FOR CONSTRUCTIVE AND EQUIVALENT CREDIT ARE FOUND IN AR 350-1, PARA 3-12 C(1).  REQUESTS FOR CONSTRUCTIVE OR EQUIVALENT CREDIT MUST ARRIVE AT THE RESPECTIVE CAREER MANAGEMENT BRANCH NLT 16 JUN 06 TO BE CONSIDERED BY THE SPECIAL BRANCHES COMMAND AND STAFF COLLEGE SELECTION BOARD.  OFFICERS MUST BE PAST ELIGIBILITY FOR SELECTION TO CSC TO APPLY FOR CONSTRUCTIVE OR EQUIVALENT CREDIT.  ALL BOARD DELIBERATIONS ARE FINAL. 8.  HRC WILL FORWARD ALL DOCUMENTS THAT ARE AUTHORIZED AND ACCEPTED FOR FILING IN THE OFFICIAL MILITARY PERSONNEL FILE (OMPF) TO THE SELECTION BOARD IAW INSTRUCTIONS STIPULATED IN WRITTEN GUIDANCE (MOI) TO THE BOARD.  IN GENERAL, THE FOLLOWING RULES APPLY WITH REGARD TO OFFICER EVALUATION REPORTS (OER) AND OTHER OMPF DOCUMENTS UNLESS SO MODIFIED IN THE MOI:

9.  REPORTS THAT ARRIVE ERROR FREE AT HRC-ALEXANDRIA (AHRC-MSE-R) ON OR BEFORE 26 JUN 06 AND ARE ACCEPTED FOR FILING BY EVALUATION REPORTS BRANCH WILL BE MADE AVAILABLE TO THE SELECTION BOARD.  OFFICERS DEPLOYED IN SUPPORT OF OPERATION ENDURING FREEDOM OR OPERATION IRAQI FREEDOM OR STATIONED IN THE UNITED STATES FORCES KOREA, (USFK) AND UNITED STATES ARMY JAPAN (USAJ) CAN NOW CONTACT THEIR SERVICING MPD/PSB/PD TO HAVE THEIR OFFICER EVALUATION REPORTS E-MAILED OR TRANSMITTED TO HRC-ALEXANDRIA, E-MAIL: TAPCMSESR@HOFFMAN.ARMY.MIL BY AN AUTHORIZED DIGITAL SENDER. POC FOR OER PROCEDURAL MATTERS IS DARIO VELASQUEZ, EVALUATION REPORTS BRANCH, (AHRC-MSE-R) DSN 221-3220 OR COMMERCIAL (703) 325-3220.

 A.  CODE 21, COMPLETE-THE-RECORD REPORTS:

(1) IAW PARA 3-53, AR 623-105, A CODE 21, COMPLETE-THE-RECORD OER IS OPTIONAL FOR OFFICERS WHO MEET THE SPECIFIED CRITERIA.

(2)  THE REQUIRED "THRU DATE" FOR CODE 21 COMPLETE-THE-RECORD REPORTS WILL BE 28 MAR 06.  ALL OTHER REPORTS HAVE "THRU DATES" THAT WILL REFLECT THE DATE OF THE EVENT THAT IS THE REASON FOR THE REPORT.

10.  HRC WILL ACCEPT LETTERS TO THE PRESIDENT OF THE BOARD ONLY FROM OFFICERS ELIGIBLE FOR SELECTION.  INDIVIDUAL LETTERS SHOULD INCLUDE ONLY THOSE MATTERS DEEMED IMPORTANT IN CONSIDERATION OF THE OFFICER'S RECORD.  ADDRESS LETTERS TO: PRESIDENT, FY 2006 SPECIAL BRANCHES COMMAND AND STAFF COLLEGE SELECTION BOARD, ROOM 5S07, HOFFMAN II, 200 STOVALL STREET, ALEXANDRIA, VIRGINIA  22332-0441.  LETTERS MUST ARRIVE AT HRC BY THE SELECTION BOARD CONVENE DATE TO BE CONSIDERED.    

A.  COMMUNICATIONS FROM OTHER PARTIES ON BEHALF OF OR ABOUT OFFICERS BEING CONSIDERED WILL NOT BE PROVIDED TO THE SELECTION BOARD UNLESS FORWARDED IN WRITING BY THE OFFICER BEING CONSIDERED.  COMMUNICATIONS CONTAINING CRITICISM OR REFLECTING NEGATIVELY UPON THE CHARACTER, CONDUCT, OR MOTIVES OF ANY OFFICER IN THE ZONE WILL NOT BE PROVIDED TO THE SELECTION BOARD.

B.  ANY LETTER CONSIDERED BY THE BOARD (INCLUDING ENCLOSURES) IS PRIVILEGED CORRESPONDENCE; HRC WILL NOT FILE THESE LETTERS IN THE OFFICER'S OMPF.  THESE DOCUMENTS WILL BE DESTROYED UPON COMPLETION OF THIS BOARD.

11.  PSB/MPD/BCT S-1 WILL NOT BE SENT A LIST OF NAMES OR ORB’S OF ELIGIBLE OFFICERS.  EACH PERSONNEL ORGANIZATION MUST SCREEN THEIR POPULATION AND NOTIFY EACH OFFICER CONCERNED.  OFFICERS ELIGIBLE FOR CONSIDERATION SHOULD CAREFULLY REVIEW THEIR OMPF AND THE OFFICER RECORD BRIEF PRIOR TO THE CONVENE DATE OF THE BOARD.  BOARD ORBS SIGNED BY ELIGIBLE OFFICERS ARE NOT REQUIRED FOR SCHOOL BOARDS.

A.  THE FY 06 SPECIAL BRANCHES COMMAND AND STAFF COLLEGE SELECTION BOARDS WILL OFFER THE CAPABILITY OF MY BOARD FILE.  ONLY THOSE OFFICERS ELIGIBLE FOR THIS BOARD ARE AUTHORIZED TO ACCESS MY BOARD FILE.  MY BOARD FILE WILL OPEN FOR VIEWING ON 16 MAY 06 AND WILL CLOSE ON 29 JUN 06.  TO ACCESS MY BOARD FILE, ELIGIBLE OFFICERS MAY SELECT THE MY BOARD FILE (MBF) ICON AT HTTPS://WWW.HRC.ARMY.MIL OR TYPE THE SPECIFIC URL: HTTPS://ISDRAD16.HOFFMAN.ARMY.MIL/MYBOARDWEB/MAINPAGES/LDAPLOGON.JSP.

B.  MY BOARD FILE HAS BEEN DEVELOPED TO ALLOW THOSE OFFICERS IN THE ZONES OF CONSIDERATIONS ONE LOCATION TO VIEW THEIR ENTIRE BOARD FILE.  MY BOARD FILE INCLUDES THE PERFORMANCE SECTION OF THE OMPF, PHOTO AND ORB.  THE SYSTEM WILL PROVIDE THE FOLLOWING:

(1)  A WEB-BASED SECURE ENVIRONMENT

(2)  AKO SIGN ON AND AUTHENTICATION

(3)  EMAIL NOTIFICATION OF BOARD ANNOUNCEMENTS AND CHANGES TO THE BOARD FILE, SUCH AS A NEW DOCUMENT BEING ADDED AFTER AN OFFICER HAS USED THE ON-LINE CERTIFICATION FEATURE.

(4)  AN ELECTRONIC NOTE PAD FOR OFFICERS TO ASSIST IN CONSISTENT DISCUSSIONS/COMMUNICATIONS WITH THEIR RESPECTIVE CAREER MANAGERS ON THE STATUS OF MISSING OR CORRECT ITEMS.

C.  SIGNED ORBS ARE NOT REQUIRED FOR THIS BOARD.  ELIGIBLE OFFICERS MUST CERTIFY THEIR BOARD FILES ELECTRONICALLY THROUGH MY BOARD FILE.

D.  MPD/PSB/PD/BCT’S AND COMMANDERS SHOULD ENSURE THAT ALL ELIGIBLE OFFICERS ACCESS, THOROUGHLY REVIEW AND CERTIFY THEIR BOARD FILE.

E.  ELIGIBILE OFFICERS MUST SEND DOCUMENTS FOR UPDATE (OTHER THAN OERS) BY MEMORANDUM TO COMMANDER, U.S. ARMY HUMAN RESOURCES COMMAND, ATTN:  AHRC-MSR-S (SELECTION BOARD PROCESSING UNIT) 200 STOVALL STREET, ALEXANDRIA, VIRGINIA 22332-0444.  SUBMIT ONLY DOCUMENTS AUTHORIZED FOR FILING IAW AR 600-8-104.  DOCUMENTS FORWARDED FOR UPDATE BY MPD/PSB IN BULK WILL NOT BE EXPEDITIOUSLY PROCESSED, AND THEREFORE MAY NOT BE SEEN BY THE SELECTION BOARD.

12.  OFFICERS ARE REMINDED THAT AN OER WHICH HAS NOT BEEN PROCESSED BY THE OFFICER EVALUATION REPORTS BRANCH WILL NOT BE PROVIDED TO THE BOARD. AN OER WITHOUT A SENIOR RATER PROFILE LABEL WILL BE WITHDRAWN.

13.  DIGITAL PHOTOGRAPHS ARE FURNISHED TO ALL CENTRALIZED DA OFFICER SELECTION BOARDS.  IN VIEW OF THE EMPHASIS ON OFFICIAL PHOTOS, ALL OFFICERS ARE ENCOURAGED TO REVIEW THEIR DAPMIS PHOTO AND SUBMIT A NEW ONE, IF REQUIRED BY AR 640-30.  IF THE OFFICER IS ASSIGNED TO AN AREA WHERE THE PHOTOGRAPHIC FACILITY DOES NOT HAVE DAPMIS UPLOAD CAPABILITY, THE PHOTOGRAPHER MUST SAVE THE PHOTOGRAPHS AS A .JPG FILE WITH 300 DPI (ABOUT 350K FILE SIZE), 4 INCHES WIDE BY 6 INCHES LONG AND EMAIL THEM TO DAPMIS@HOFFMAN.ARMY.MIL.  SOLDIERS ASSIGNED TO AN AREA (INCLUDING HOSTILE FIRE AREAS) WHERE PHOTOGRAPHIC FACILITIES ARE NOT AVAILABLE OR CONDITIONS PREVENT THEM FROM BEING PHOTOGRAPHED, ARE TEMPORARILY EXEMPT FROM SUBMITTING NEW PHOTOGRAPHS EVERY FIVE YEARS. THESE SOLDIERS WILL BE PHOTOGRAPHED WITHIN 90 DAYS FROM REASSIGNMENT TO AN AREA WHERE PHOTOGRAPHIC FACILTIES ARE AVAILABLE.    

14. OFFICERS MUST BE IN COMPLIANCE WITH THE ARMY WEIGHT STANDARDS IAW AR 600-9.
