USN Selection Board Prep
Preparing for Navy Selection Boards
Being prepared will greatly improve your chances for promotion.
There are several things you can do to be prepared, these include:
- Always put forward your best effort . Remember the saying
in real estate? Location, location, location! Your Navy career
is all about PERFORMANCE, PERFORMANCE, PERFORMANCE!!
- Know your date of rank and zone eligibility. Check the
zone message that comes out every December.
- Look ahead. Plan career moves appropriate to your communities’
career milestones or career ladder and watch timing of long periods
of non-observed fitness reports, i.e. going to grad school for
the two years before you come in zone for promotion may not be
your best career move. Talk to the detailer!
- Find & consult regularly with a knowledgeable mentor regarding
your progress toward your goals and objectives.
- Seek challenging and broadening assignments; serve in
key leadership roles and tough jobs in your community, ESPECIALLY
COMMAND, whenever possible!
- Send a constructive letter to your board to explain
unusual circumstances, clarify information, or bring to light
information you may feel is important.
- Contact your detailer and volunteer to participate as
an assistant recorder on a board (other than one you are eligible
for).
Additional steps you can take to be more competitive when going
before any U.S. Navy selection board include:
- Ordering your permanent Personnel Record (microfiche copy)
& PSR and review them.
- Submitting corrections as shown below.
- Becoming a FITREP/Performance Evaluation expert - make sure
bullets quantify what you did for the command, how many $$$ or
man-hours you saved, etc.
- Being on top of your FITREP/Evaluation administratively too
- administrative errors reflect on your admin skills.
- Pursuing your Off-duty Education - and making sure it's
on your page 4.
Microfiche Management
Order your Microfiche at least 6 months before the board convenes.
Corrections to your record take approximately 10 days after your request
is received . When you review your record you can identify those documents
that are not retainable and then include them in your package to the
Board. You can order your microfiche online at BUPERS
Access. It will be mailed to your command - (to your command's
official address) No fax or signature required! Log on to BUPERS Access,
click Programs and then Microfiche Req. BUPERS Access should be your
primary source for obtaining your Microfiche.
If you cannot access BUPERS
Access you can download the Microfiche
Request form and mail or fax it to PERS-313C.
Note: You can also order a pocket viewer for $4 - but if you have
access to a regular viewer, you might want to use that instead.
Review your microfiche
Once you receive your Microfiche, pay attention to the details. Look
for:
- Missing documents. Evaluations, enlistment's, re-enlistment's,
extensions, page 4s or 5s
- Personal Awards. Unit citations and service medals such
as the Military Outstanding Volunteer Service Medal are listed
on your page 4. The certificates for these types of awards are
not retainable documents.
- Documents that pertain to someone else. Is that someone
with the same name but a different SSN?
Documents that contain errors. Did you find an error in
your field service record after that document was originally microfilmed?
- Documents that are unreadable. Make sure the entire document
can be read! In particular, look a few lines down from the top
& a few lines up from the bottom for a horizontal line that obscures
the document. If you are having trouble reading it, think about
the selection board member who's read 400 service records today
before he got to yours!
- Duplicates of documents.
Making Corrections
If you have a FITREP or Eval that is missing or contains errors
or is difficult to read and needs to be replaced, send it to PERS-311.
Some Fitrep or Eval corrections may require BCNR (Board for the Correction
of Naval Records) action. If you have a FITREP or Eval in your microfiche
that isn't yours, send a request to PERS-313D (Technical Corrections)
to remove it. After the corrections have been made, it is
recommended that you reorder your record.
Performance Summary Record (PSR)
You can also view or download your PSR
ONLINE! Visit the new Center
for Career Development (CCD) website. The PSR is fully explained
in the block-by-block "Item Header."
This is a valuable tool for determining if/what/how corrections are
to be made. The web should be your primary source for obtaining your
PSR. Utilize the online help screens for each item to obtain corrections.
The new online feature eliminates the need to request paper copies
of the PSR.
If you cannot access the web you should download the PSR
Request form and mail or fax it to PERS-313C.
A fact sheet accompanies every PSR. This fact sheet assists you in
interpreting your PSR and tells you how to make corrections. Fax to
