They're awarded on merit -- like academic
achievements, extracurricular activities,
and personal interviews. Scholarship winners
receive a stipend of $200 for each academic
month plus an allowance for books and other
educational items. If you're a non-scholarship
student, you can still receive the stipend
and book allowance as a contracted cadet
during your last two years. If you're selected
to receive a scholarship, you will have
a commitment to the Army after completing
the program. You can fulfill it by either
serving part time in the Army National Guard
or Army Reserve, or full time on active
duty.

Scholarships are awarded based upon availability at the school of your choice.
The Army does try to match the needs of the student in most cases, but the Army does have final say to which school you attend.
