SUBJ: ASSIGNMENT YEAR 2007 OFFICER IN CHARGE SCREENING PANEL
A. PERSMAN, COMDTINST M1000.6A, ART 4.C.6
1. COMMANDER, COAST GUARD PERSONNEL COMMAND WILL CONVENE THE AY07
OFFICER IN CHARGE (OIC) SCREENING PANEL THE WEEK OF 05 JUN
2006 TO SCREEN BM1, BMC, BMCS, AND BMCM CANDIDATES FOR ASSIGNMENT
TO OIC POSITIONS ASHORE AND AFLOAT.
2. THE OIC SCREENING PANEL WILL BE CHARGED WITH SELECTING A POOL OF
QUALIFIED CANDIDATES FOR POTENTIAL ASSIGNMENT TO OIC POSITIONS.
CANDIDATES WHO ARE CURRENTLY IN A SECOND OR SUBSEQUENT OIC TOUR AND
DESIRE TO COMPETE FOR ASSIGNMENT IN AY07 ARE REQUIRED TO SUBMIT A
REQUEST TO BE SCREENED BUT ARE NOT GUARANTEED A FOLLOW-ON OIC
ASSIGNMENT. CANDIDATES WHO ARE NOT PREPARED TO FILL ANY OIC
POSITION SHOULD NOT REQUEST TO BE SCREENED.
3. THE OIC SCREENING PANEL WILL CONSIDER BMS E-6 THROUGH E-9 WHO
POSSESS OIC COMPETENCIES, ARE TOUR-COMPLETE IN 2007 OR 2008 AND
REQUEST TO BE SCREENED IAW THE BELOW INSTRUCTIONS. THE PRIMARY POOL
OF CANDIDATES WILL BE THOSE MEMBERS WHO ARE TOUR-COMPLETE IN AY07.
CANDIDATES WILL BE CONSIDERED FOR EVERY MISSION/PLATFORM FOR WHICH
THEY ARE QUALIFIED. IN ORDER TO BE CONSIDERED BY THE PANEL, MEMBERS
MUST REQUEST TO BE SCREENED BY SUBMITTING A DIRECT ACCESS E-RESUME
(SEE PARAGRAPH 5 BELOW), AND BY SUBMITTING AN OIC SCREENING PACKAGE
(SEE PARAGRAPH 6 BELOW).
4. THE OIC SCREENING PANEL WILL CONSIDER EACH CANDIDATES ASSIGNMENT
HISTORY, LEADERSHIP POTENTIAL, OVERALL MANAGEMENT SKILLS, AND
COMMITMENT TO THE COAST GUARDS CORE VALUES. IN PREPARATION FOR THE
PANEL, CANDIDATES SHOULD ENSURE ALL QUALIFICATION COMPETENCIES HAVE
BEEN ENTERED INTO DIRECT ACCESS.
5. TO REQUEST TO SCREEN FOR COMMAND, DO NOT REQUEST A SPECIFIC
BILLET, UNIT, OR POSITION ON YOUR E-RESUME. USE THE FOLLOWING
DIRECT ACCESS PROCEDURES:
A. CREATE A NEW E-RESUME IN DIRECT ACCESS, UNDER
HOME > SELF SERVICE > EMPLOYEE > TASKS > CREATE E-RESUME.
B. SELECT [COMMAND SCREENING] FROM THE "POSITION SOURCE" PULL-DOWN
MENU.
C. SELECT [BM] FROM THE "JOB FAMILY" PULL-DOWN MENU AND CLICK ON
THE YELLOW HIGHLIGHTED BUTTON LABELED "SEARCH".
D. SELECT [OIC E6-E9 COMMAND SCREENING] FROM THE LISTING BY
CLICKING ON THE CHECK BOX UNDER THE COLUMN TO THE FAR RIGHT OF
YOUR SCREEN LABELED "JOB BASKET".
E. AFTER SELECTING THE SCREENING PANEL, CLICK THE YELLOW
HIGHLIGHTED BOX AT THE BOTTOM LEFT OF YOUR SCREEN LABELED "ADD
SELECTED TO JOB BASKET".
F. AFTER ALL SELECTIONS ARE COMPLETE, CLICK ON THE LINK LABELED
"VIEW JOB BASKET" DIRECTLY TO THE RIGHT OF THE YELLOW HIGHLIGHTED
BOX YOU USED TO ADD THE SELECTIONS TO YOUR JOB BASKET. THIS ACTION
WILL OPEN A NEW SCREEN. ENSURE THAT THE APPROPRIATE PANEL APPEARS.
G. WHEN YOU SEE YOUR SELECTION IN YOUR JOB BASKET AS DESIRED, CLICK
ON "APPLY FOR JOBS IN BASKET" TO PROCEED WITH E-RESUME SUBMISSION.
A SCREEN WITH "13 STEPS" WILL OPEN.
H. WHILE ON THE "STEP 12" SCREEN, CHECK THE BOX LABELED "NO
ENDORSEMENT REQUIRED". SELECT THE YELLOW ARROW BUTTON RESPECTIVE TO
THE POSITION DESCRIPTION IN ORDER TO MOVE THE POSITION FROM THE
LEFT HAND COLUMN TO THE RIGHT HAND COLUMN ON YOUR SCREEN. ONCE YOUR
DESIRED PANEL SCREENING SELECTION IS IN THE RIGHT HAND COLUMN OF
YOUR SCREEN, SELECT THE YELLOW
HIGHLIGHTED BOX LABELED 'NEXT' AT THE BOTTOM OF YOUR SCREEN. THE
WINDOW FOR "STEP 13" WILL OPEN.
I. IF YOU ARE SATISFIED WITH YOUR SELECTION, SELECT THE YELLOW
HIGHLIGHTED BUTTON LABELED "SUBMIT". ONCE YOU SELECT "SUBMIT",
YOUR E-RESUME IS COMPLETE. YOU SHOULD RECEIVE A VERIFICATION E-MAIL
FROM DIRECT ACCESS INDICATING YOUR E-RESUME IS IN THE SYSTEM.
J. YOU SHOULD THOROUGHLY REVIEW THE INFORMATION IN ALL "13 STEPS"
IN THE E-RESUME IN ORDER TO ENSURE THE INFORMATION IS UP TO DATE
AND ACCURATE.
K. MEMBERS UNABLE TO CONNECT TO DIRECT ACCESS DUE TO VESSELS BEING
UNDERWAY OR OTHER EXTENUATING CIRCUMSTANCES MAY COMMUNICATE THEIR
REQUESTS TO SCREEN VIA RECORD MESSAGE TRAFFIC TO CGPC-EPM-1. THEY
MUST, HOWEVER, FOLLOW UP WITH AN E-RESUME AS SOON AS DIRECT ACCESS
CONNECTIVITY IS AVAILABLE.
6. OIC SCREENING PACKAGES SHALL BE IN A SIX-PART FOLDER LABELED ON
THE FRONT AND THE TAB WITH NAME AND EMPLID. THE SECTIONS OF THE
SIX-PART FOLDER ARE DETAILED BELOW:
   A. SECTION 1 - LETTER FROM THE CANDIDATE REQUESTING TO BE
CONSIDERED BY THE OIC SCREENING PANEL.
   B. SECTION 2  COMMAND ENDORSEMENT - COMMAND ENDORSEMENTS ARE AN
EXTREMELY IMPORTANT PART OF AN OIC SCREENING PANEL PACKAGE.
ENDORSEMENTS SHALL INCLUDE A SPECIFIC RECOMMENDATION ON THE
CANDIDATES ABILITY TO SERVE AS AN OIC AND COMMENTS REGARDING THE
MBRS PERFORMANCE IN LEADERSHIP POSITIONS, DEPTH OF PROFESSIONAL
KNOWLEDGE AND ABILITIES
(INCLUDING SHIP HANDLING SKILLS), JUDGMENT, INTERPERSONAL SKILLS,
AND MILITARY BEARING/APPEARANCE, AS DESCRIBED IN ART 4.C.6.F OF REF
A.
   C. SECTION 3 - COPY OF MOST RECENT DECK WATCH OFFICER AND/OR
COXSWAIN QUALIFICATION LETTERS.
   D. SECTION 4  COPY OF ALL DISTRICT REVIEW BOARD RESULTS.
   E. SECTION 5 - RESUME - THE RESUME SHALL INCLUDE A SUMMARY OF
THE CANDIDATES MILITARY CAREER BEGINNING WITH MOST CURRENT
ASSIGNMENT (DATES, RANK, UNIT, POSITION/DUTIES), ADVANCEMENT
HISTORY (RANK, DATE), OIC COMPETENCIES, PROFESSIONAL DEVELOPMENT
(I.E. MERCHANT
MARINE LICENSE OR OTHER SIGNIFICANT ACHIEVEMENTS), AND PERSONAL
AWARDS.
   F. SECTION 6 - SUMMARY OF MARKS.
7. UNSATISFACTORY CONDUCT OR ANY MARK LESS THAN 4 AFTER 1 JUN
2004 DISQUALIFIES A CANDIDATE FROM CONSIDERATION BY THE OIC
SCREENING PANEL.
8. OIC SCREENING PACKAGES WILL NOT BE RETURNED. ORIGINAL DOCUMENTS
SHOULD NOT BE INCLUDED. ALL PANEL PACKAGES SHALL BE SENT VIA
REGULAR MAIL TO: COAST GUARD PERSONNEL COMMAND (CGPC-EPM-1), 4200
WILSON BLVD, SUITE 1100, ARLINGTON, VA 22203-1804, ATTN: YN1
ROBERTA STOREY. AN EMAIL ACKNOWLEDGEMENT WILL SERVE AS THE MBRS
NOTIFICATION THAT THE APPLICATION WAS RECEIVED.
9. OIC SCREENING PANEL PACKAGES SHALL BE POSTMARKED NLT 19 MAY
2006.
MBRS SHOULD REFER TO THE SAMPLE OIC SCREENING PANEL PACKAGE POSTED
ON THE CGPC-EPM WEBSITE
HTTP://WWW.USCG.MIL/HQ/CGPC/EPM/DEFAULT.HTML/ TO ENSURE YOUR
PACKAGE IS COMPLETE.
10. PLEASE ENSURE THIS MESSAGE IS DISTRIBUTED TO ALL MEMBERS

PARTICIPATING AS A MEMBER OF THE PANEL SHOULD EMAIL CWO ETIEMBLE AT
MAURICE.ETIEMBLE(AT)USCG.MIL BY 15 APR 2006.
