1. THIS ALCOAST ANNOUNCES THE RESULTS OF A PANEL CONVENED TO REVIEW
SRB MULTIPLES. FACTORS CONSIDERED BY THIS PANEL INCLUDE
ORGANIZATIONAL NEEDS ACROSS ALL RATINGS, OUR SERVICES EVER-
INCREASING ROLES WITHIN THE DEPARTMENT OF HOMELAND SECURITY,
WORKFORCE GROWTH, INCREASED REENLISTMENT TRENDS, AND BUDGETARY
REALITIES. THE SRB MULTIPLES BELOW OFFER A FINANCIAL INCENTIVE TO
RETAIN THOSE SPECIALLY TRAINED INDIVIDUALS IN OUR MOST CRITICAL
RATINGS.
2. THE SRB MULTIPLES PREVIOUSLY AUTHORIZED IAW REF A REMAIN IN
EFFECT UNTIL 30 JUNE 2006. THE NEW SRB MULTIPLES LISTED BELOW
BECOME EFFECTIVE 1 JULY 2006. MEMBERS IN PAY GRADE E-3 WITH A
DESIGNATOR ARE AUTHORIZED ZONE A SRBS IF THAT RATING IS AUTHORIZED
A ZONE A SRB FOR THIRD CLASS PETTY OFFICERS.
A. BOATSWAIN MATES WHO POSSESS ANY OF THE SURFMAN COMPETENCY
CODES (CXNNLBS, CXNSJ, CXNSK, CXNSM, OR CXNSU) WILL RECEIVE AN
ADDITIONAL TWO (2.0) KICKER ADDED TO THEIR SRB MULTIPLE. FOR
EXAMPLE, A BM2 WHO IS ENTITLED TO RECEIVE AN SRB OF TWO (2.0), AND
POSSESSES THE CXNSJ COMPETENCY CODE, WILL RECEIVE A TOTAL SRB
MULTIPLE OF FOUR (4.0). BOATSWAIN MATES ELIGIBLE TO RECEIVE AN SRB
THAT POSSESS ANY OF THE OTHER COXSWAIN COMPETENCY CODES BEGINNING
WITH THE CXN PREFIX WILL RECEIVE AN ADDITIONAL ONE-HALF (0.5)
KICKER ADDED TO THEIR SRB MULTIPLE. FOR EXAMPLE, A BM2 WHO IS
ENTITLED TO RECEIVE AN SRB MULTIPLE OF TWO (2.0), AND POSSESSES THE
CXNSX COMPETENCY CODE, WILL RECEIVE A TOTAL SRB MULTIPLE OF TWO AND
ONE-HALF (2.5). HOWEVER, IF A BM POSSESSES BOTH A SURFMAN AND
COXSWAIN COMPETENCY CODE, THAT BM WILL ONLY RECEIVE THE HIGHER
ADDITIONAL KICKER, BUT NOT BOTH. IN A CHANGE FROM THE PREVIOUS
YEAR, SNBMS AND BM3S, WHO ARE CURRENTLY NOT ENTITLED TO ZONE A OR
ZONE B SRB MULTIPLES, ARE ENTITLED TO THE COMPETENCY CODE BONUS OF
TWO (2.0) FOR SURFMAN OR ONE-HALF (0.5) FOR COXSWAIN.
B. ELECTRONICS TECHNICIANS WHO ARE ELIGIBLE TO RECEIVE AN SRB
AND POSSESS THE MK92FCS COMPETENCY CODE WILL RECEIVE AN ADDITIONAL
TWO (2.0) ADDED TO THEIR SRB MULTIPLE. FOR EXAMPLE, AN ET2 WHO IS
ENTITLED TO RECEIVE AN SRB MULTIPLE OF TWO (2.0), AND POSSESSES THE
MK92FCS COMPETENCY CODE, WILL RECEIVE A TOTAL SRB MULTIPLE OF FOUR
(4.0).
C. MBRS RECEIVING SRB KICKERS MUST MAINTAIN THAT COMPETENCY CODE
FOR THE LENGTH OF THE ENTIRE CONTRACTUAL OBLIGATION. FOR EXAMPLE, A
BOATSWAIN MATE ELIGIBLE TO RECEIVE THE CXNSJ SURFMAN COMPETENCY
CODE MUST CONTINUE TO MAINTAIN THAT CXNSJ COMPETENCY CODE FOR THE
ENTIRE LENGTH OF THE CONTRACTUAL OBLIGATION UNLESS THE COMPETENCY
CODE IS REMOVED FOR NO FAULT. A BOATSWAIN MATE WHO HAS THE CXNSJ
COMPETENCY CODE IS TRANSFERRED TO A RECRUITING BILLET AND IS,
THEREFORE, UNABLE TO CONTINUE TO MAINTAIN THE SURFMAN COMPETENCY
CODE WILL NOT HAVE THE SRB MULTIPLE READJUSTED, SINCE THE LOSS OF
THE COMPETENCY CODE IS CONSIDERED NO FAULT. HOWEVER, IF THE LOSS OF
ENTITLEMENT TO THE CXNSJ COMPETENCY CODE DURING THE CONTRACTUAL
OBLIGATION IS DUE TO FAULT (E.G., REMOVED FOR INCOMPETENCY), THE
SRB MULTIPLE WILL BE READJUSTED AS OF THE DATE OF REMOVAL FOR THE
REMAINDER OF THE CONTRACTUAL OBLIGATION. SRB KICKERS WILL NOT BE
RESTORED IF THE LOSS OF A COMPETENCY CODE WAS DUE TO PERSONAL FAULT
AND THE MEMBER LATER REQUALIFIES DURING THE SAME CONTRACTUAL
PERIOD. THE SAME FAULT, NO FAULT RULE SHALL APPLY TO ALL ETS
RECEIVING KICKERS FOR THE MK92FCS COMPETENCY CODE. ADDITIONALLY,
THE PAYMENT OF ANY KICKER WILL ONLY BE PROVIDED TO THOSE RATINGS
WHO ARE ROUTINELY EXPECTED TO POSSESS SPECIFIC COMPETENCIES. FOR
EXAMPLE, BMS ARE NORMALLY EXPECTED TO POSSESS COXSWAIN OR SURFMAN
COMPETENCY CODES. HOWEVER, MKS OR ANY OTHER RATING WHO POSSESSES A
COXSWAIN OR SURFMAN COMPETENCY CODE ARE NOT NORMALLY EXPECTED TO
POSSESS THOSE COMPETENCY CODES AND, THEREFORE, ARE NOT ELIGIBLE FOR
THE KICKER ENTITLEMENT.

3. THE MAXIMUM BONUS THAT MAY BE PAID TO ANY RATING IS 60,000
DOLLARS.
4. COS AND OICS ARE REMINDED THAT ALL MBRS WHO MUST OBLIGATE
SERVICE AND ARE WITHIN 3 MONTHS OF THEIR EOE, OR WITHIN 3 MONTHS OF
THEIR SIXTH AND TENTH YEAR ACTIVE DUTY ANNIVERSARY DATE SHALL BE
COUNSELED ON THEIR SRB ELIGIBILITY, AND SHALL HAVE THE OPPORTUNITY
TO READ REF B IN ITS ENTIRETY AND SIGN AN ADMINISTRATIVE REMARKS
ENTRY (CG-3307).
5. SRB ELIGIBLE MBRS ARE REMINDED THAT THEY ULTIMATELY DECIDE THE
LENGTH OF CONTRACTUAL OBLIGATION AND ACTUAL DATE OF REENLISTMENT OR
EXTENSION. BOTH THE REENLISTMENT AND EXTENSION REQUIRE THE MBRS
SIGNATURE, ACKNOWLEDGING THAT THEY HAVE READ REF B AND UNDERSTAND
THE IMPACT THE CURRENT REENLISTMENT OR EXTENSION MAY HAVE ON THEIR
CURRENT AND FUTURE SRB ELIGIBILITY.
6. MBRS ARE BECOMING INELIGIBLE FOR SRB ENTITLEMENT BY A SINGLE DAY
DUE TO THE FAILURE TO ADD ONE (1.0) INCLUSIVE DAY WHEN SUBTRACTING
DATES TO DETERMINE THE MBRS ABILITY TO REENLIST 90 DAYS EARLY.
PLEASE ENSURE THAT IF A MBR DESIRES TO REENLIST 90 DAYS EARLY FOR
SRB PURPOSES THAT AN INCLUSIVE DAY IS ADDED TO PREVENT AN
ADMINISTRATIVE ERROR THAT DENIES THE MBR SRB ELIGIBILITY.
ADDITIONALLY, MBRS ARE BEING ERRONEOUSLY PAID SRB INSTALLMENTS DUE
TO LATE AND INCORRECT WEIGHT DATA ENTERED INTO DIRECT ACCESS. ALL
WEIGHT DATA SHALL BE ENTERED INTO DIRECT ACCESS NLT 15 DAYS AFTER
THE END OF THE SEMI-ANNUAL WEIGH-IN PERIODS IN APRIL AND OCTOBER.
ALL COMMANDS ARE REMINDED THAT ANY MBR PLACED ON THE WEIGHT PROGRAM
WILL HAVE ALL SRB PAYMENTS SUSPENDED, WHETHER THE INITIAL 50
PERCENT OR A REGULARLY SCHEDULED ANNUAL PAYMENT. PAYMENT OF SRB
INSTALLMENTS WILL BE HELD IN ABEYANCE UNTIL THE MBR IS IN
COMPLIANCE WITH WEIGHT STANDARDS.
7. FOR SRB QUESTIONS, MBRS SHOULD CONTACT THEIR UNIT COUNSELORS
(TYPICALLY COLLATERAL DUTY CAREER COUNSELORS OR THE COMMAND
CPO/SCPO/MCPO) WELL IN ADVANCE OF THEIR REENLISTMENT OR EXTENSION
DATE. ADDITIONAL SOURCES OF INFORMATION INCLUDE SERVICING PERSONNEL
OFFICES, CAREER DEVELOPMENT ADVISORS, AND SENIOR YEOMAN. FOR
