1. SUMMARY. THIS MESSAGE ANNOUNCES THE OCT 2006 RSWE COMPETITION IN
ALL RATINGS FOR PAY GRADES E-5 THROUGH E-9. ALL PERSONNEL INTENDING
TO PARTICIPATE NEED TO BE AWARE OF THESE REQUIREMENTS AND THEIR
RESPONSIBILITY TO CONFIRM THEY ARE MET. ALL SPOS, UNITS, ESOS, RSWE
BOARD OFFICERS, AND AFFECTED MEMBERS SHALL FAMILIARIZE THEMSELVES
WITH THE CONTENTS OF THIS ALCGRSV. PSC (ADV) IS THE SINGLE POC FOR
ALL RSWE INQUIRIES.
2. SCHEDULE. THE RSWES WILL BE ADMINISTERED ON SATURDAY AM
21 OCT 06. ACTIVE DUTY MEMBERS (IF OTHERWISE ELIGIBLE) WHO RELAD BY
30 JUN 06 AND AFFILIATE WITH THE READY OR STANDBY RESERVE (ACTIVE
STATUS) MAY PARTICIPATE IN THIS RSWE CYCLE.
3. RSWE/EOCT/ENLISTED PERFORMANCE QUALIFICATIONS (EPQS)
INFORMATION.
   A. THE OCT 2006 RSWE IS WAIVED FOR THE FOLLOWING RATINGS: BM1,
BM2, FS2, GM1, GM2, IV2, MK1, MK2, MST1, MST2, OS1, AND OS2.
   B. RATING END OF COURSE TESTS (EOCTS) FOR THE OCT 2006 RSWE ARE
WAIVED FOR THE FOLLOWING RATINGS: EM1, FS1, HS1, AND HS2.
   C. RSWE AND EOCT WAIVERS ARE ONLY AUTHORIZED FOR THE RATES
LISTED ABOVE. THIS ALCGRV SUPERSEDES ANY PREVIOUSLY PUBLISHED
WAIVERS. SEE ALCOAST 486/05 FOR SPECIFIC PROCEDURES CONCERNING
CURRENT RESERVE SUPPLEMENTAL ADVANCEMENT ELIGIBILITY REQUIREMENTS.
   D. COS SHALL NOT WAIVE RATING EOCTS FOR THE RATES LISTED ABOVE
IN PARA 3.A.
   E. REF A, ART 5.D OF REF B, AND THE RSWE INSTRUCTION BOOKLET
MAILED WITH THE EXAMS, GIVE GUIDANCE TO RSWE OFFICERS AND ESOS ON
TEST ADMINISTRATION AND HANDLING PROCEDURES. ROLLING PLOTTERS
(WEEMS), COMPASS, DIVIDER AND MANEUVERING BOARDS MAY BE USED BY BM
CANDIDATES. MEMBERS ARE AUTHORIZED TO USE SOME ELECTRONIC
CALCULATORS SOLELY FOR MATH CALCULATIONS. THEY ARE NOT PERMITTED
ANY DEVICE THAT PRODUCES TEXT OR ANY COMMUNICATION DEVICE OF ANY
TYPE.
4. RESPONSIBILITIES.
   A. MEMBER. TO COMPETE IN THE OCT 2006 RSWE, THE MEMBER MUST
ENSURE ALL ELIGIBILITY REQUIREMENTS ARE MET IAW ART 5.C.4.B OF REF
B AND SECTION 7.C OF REF C. MEMBER RESPONSIBILITIES INCLUDE:
      (1) EER AND CO RECOMMENDATION. PER ART 5.C.4.E.4 OF REF B,
THE COS RECOMMENDATION FOR ADVANCEMENT IS VALID ONLY FOR A
SPECIFIC RSWE CYCLE AND MUST BE RENEWED FOR EACH SUCCEEDING
CYCLE. IMPROVED CAPABILITIES IN DIRECT ACCESS (DA) NOW ALLOW
VALIDATION OF THIS REQUIREMENT IN DETERMINING ELIGIBILITY. A NEW
CO RECOMMENDATION ON THE MOST CURRENT EER MUST BE POSTED FINAL AND
VISIBLE IN THE EMPLOYEE REVIEW SUMMARY SECTION IN DA. THE EER
EFFECTIVE DATE MUST BE AFTER THE ELIGIBILITY DEADLINE DATE OF THE
PREVIOUS RSWE CYCLE AND BEFORE THE ELIGIBILITY DEADLINE DATE FOR
THE CURRENT RSWE CYCLE. THOSE EER EFFECTIVE DATES ARE AFTER
01 JUL 05 AND BEFORE 01 JUL 06. EERS DATED OUTSIDE THESE DATE
RANGES WILL NOT BE CONSIDERED FOR CURRENT CO RECOMMENDATION. IF THE
LATEST REQUIRED EER WAS NOT COMPLETED DUE TO REASONS LISTED IN ART
10.B.5.A OF REF B, COMMANDS MAY COMPLETE A "SWE-EER" WITH AN
EFFECTIVE DATE NLT 01 JUL 06. CHANGES OF "NOT RECOMMENDED" TO
"RECOMMENDED" SUBMITTED AFTER 01 JUL 06 WILL NOT BE CONSIDERED FOR
RSWE ELIGIBILITY. ONLY THE APPROVING OFFICIAL WHO ASSIGNED A "NOT
RECOMMENDED" ON THE CURRENT EER MAY CHANGE IT TO "RECOMMENDED"
PRIOR THE NEXT SCHEDULED ANNUAL EER DATE.
      (2) EOCT. UNLESS WAIVED IN PARA 3.B OF THIS MESSAGE, A RATING
EOCT IS REQUIRED TO BE COMPLETED AND POSTED IN DA WITH A COMPLETION
DATE OF NLT 01 JUL 06. MEMBER MUST ENSURE THE COURSE EDITION IS THE
ONE CURRENTLY REQUIRED BY HIS/HER RATING FORCE MANAGER.
      (3) EPQS/EPME. THE ENLISTED PROFESSIONAL MILITARY EDUCATION
(EPME) SYSTEM, WHICH REPLACED THE OBSOLETE MRN SYSTEM, IS NOW IN
EFFECT. ALL EPME PERFORMANCE REQUIREMENTS FOR THE NEXT HIGHER
PAYGRADE MUST BE COMPLETED AND DATED NLT 01 JUL 06. ALL EPQ/EPME
FACTORS FOR THE NEXT HIGHER PAYGRADE MUST BE SIGNED OFF AND DATED
NLT 01 JUL 06. COMPLETION MUST BE VERIFIED BY MEMBERS COMMAND AS
THEY ARE CURRENTLY NOT RECORDED IN DA. IN ADDITION, THOSE MEMBERS
SEEKING ADVANCEMENT TO E-6 AND E-8 MUST PASS THE E-6 OR E-8
ADVANCEMENT QUALIFICATION EXAM (AQE) NLT 01 JUL 06. THERE IS NO
EPME AQE FOR E-5 OR E-7 CANDIDATES. ADDITIONAL INFORMATION
REGARDING EPME REQUIREMENTS CAN BE FOUND IN THE EPME MANUAL,
COMDTINST M1510.2 AND AT

      (4) COMPETENCY CODES. MEMBERS REQUIRING COMPETENCY CODES IAW

      (5) PDE VERIFICATION. PDES WILL BE MAILED TO MEMBERS UNIT,
MEMBERS HOME, AND AVAILABLE IN DA SELF SERVICE. MEMBER IS SOLELY
RESPONSIBLE TO REVIEW ALL DATA FOR ACCURACY. REPORT ANY DISCREPANCY
TO YOUR ADMIN SUPPORT STAFF FOR CORRECTION. PROVIDE DOCUMENTATION
PROOF TO ADMIN SUPPORT STAFF OF MISSING AWARDS, COMPETENCIES, OR
ANY OTHER PDE ERRORS FOR CORRECTION IN DA. VERIFY CORRECTIONS IN DA
PRIOR TO PDE CORRECTION DEADLINE DATE TO ENSURE THAT CORRECTIVE
ACTION WAS TAKEN. MEMBER FAILURE TO REPORT AND VERIFY CORRECTIONS
MAY RESULT IN NOT ELIGIBLE STATUS FOR RSWE OR LOSS OF POINTS IN THE
FINAL MULTIPLE. IF UNABLE TO CORRECT OR VERIFY DATA PRIOR TO PDE
CORRECTION DEADLINE, CONTACT PSC (ADV) PRIOR TO DEADLINE DATE FOR
ASSISTANCE. ONLINE PDES SHOULD BE AVAILABLE IN DA OOA 01 AUG 06.
EACH RSWE CYCLE, A SIGNIFICANT NUMBER OF MEMBERS ARE UNABLE TO
COMPETE FOR ADVANCEMENT BECAUSE THEY FAIL TO ENSURE CORRECTIONS ARE
POSTED IN DA PRIOR TO THE PDE DEADLINE.

MISSING EER IN DA REMAINS THE MOST COMMON REASON FOR NON-
ELIGIBILITY. COMMAND FAILURE TO PROVIDE REQUIRED ADMIN SUPPORT IS

"NO FAULT OF MBR". MEMBER IS RESPONSIBLE TO FOLLOW-UP WITH COMMAND

           E-8 CANDIDATES: 01 MAR 03 TO 01 JUL 06 IN PAYGRADE E-7
